There’s No Time Like the Present: Now’s the Time to Start Your Part 135 SMS Implementation

You’ve likely heard the old saying, “There’s no time like the present!” This couldn’t be more relevant as the new Part 135 Safety Management System (SMS) mandate approaches. While it might seem tempting to put it off—after all, you have until May 28, 2027, to implement your SMS—delaying could lead to bigger challenges down the road. Trust me, I’ve been there.


As a former Director of Safety for a Part 121 Supplemental carrier, I experienced the rush and stress when the FAA mandated SMS for all Part 121 carriers. Procrastination seemed like an option, until suddenly, it wasn’t. The “can” I had been kicking down the road turned out to be full of lead—it wouldn’t budge, and the FAA wasn’t accepting any more excuses. The scramble to implement an SMS under a tight deadline was intense, and I repeatedly asked myself, “Why didn’t I start sooner?”


You might feel intimidated by SMS, and that’s understandable. However, it’s not as daunting as you might think. The concept of SMS might be new, but its components likely aren’t. Most operators already have many of the necessary elements in place without even realizing it. The key is to bring them together under a cohesive system.


To get started, focus on identifying how your current operations already meet the new SMS requirements. This process is called a “gap analysis.” Any areas where your current practices don’t align with the SMS mandate are your “gaps.” The requirements for SMS can be found in 14 CFR Part 5, and detailed guidance on implementation is available in FAA Advisory Circular 120-92D. Taking the time to read and understand these documents will be crucial.


After your gap analysis, you’ll develop a plan to address and fill those gaps. The good news is that there are ample resources available to support you in this process, including guidance from the FAA and assistance from organizations like Baldwin. You’re not alone on this journey.
